All cartoons are animated but not all cartoons are Anime in the same way all thumbs are fingers but not all fingers are thumbs. Anime refers to Japanese cartoons specifically. Β

Having looked it up just now you are technically right, Anime refers to animation of all kinds inside Japan and more specifically to the Japanese style for the rest of us.
So ATLA and ATLK are Anime style definitely and could feasibly be considered anime however those outside Japan do differentiate. So I give you the point on technical grounds but when it comes down to it if you search Anime you get Anime, If you search Cartoons you get Cartoons.
As a whole the western Cartoons you get on the likes of Cartoon Network, Boomerang and Nickelodeon are entirely different in their animation style, content, quality and overall feel than the animated series they produce in Japan which we label Anime, and these differences are surely great enough to warrant the distinction.
The Avatar series are an anomaly, they are one of the few western series to reach the same level of animation and quality as Anime and even have similar content but more often than not still feel like a western Cartoon. It is a grey area but for the sake of maintaining a clear barrier between the two worlds it should still be considered a Cartoon, though certainly one of the best...!

I never knew westerners used the japanese word anime to refer to specifically japanese cartoons.

I steered clear from anything just to see it blind, and once she started showing her true colors it all just clicked for me when it came to her.
That and the premiere reminded me a lot of season one of Legend of Korra in terms of plot.

The equalists from avatar the legend of korra were not creepy, they did not have their own village, none of the ponies who joined starlight glimmer joined her voluntarily, and none of then had no special talent before they came to the village
