you have a good point i guess i overlooked the amount of warfare in the jungle because it is practically non existent in many of the jak games though in the past forbidden jungle was huge
i was thinking of the wasteland in which light colored camo would have been more likely if any as it is not very widespread in the games which are as you pointed out much after mar's wars

In Jak II, if my memory serves me correctly, both Jak's mech suit and the Baron's spider mech were painted with some semblence of an urban camo pattern, so I imagine that it is not entirely unlikely that Haven's military did not use camo at some point during the Metalhead Wars. Camo would have been an appropriate and plausible choice for Mar utilize in his campaigns in the woodlands surrounding Haven; however, the use of camo would have been made obsolete once Haven's armed forces were permenantly stationed in the city as a police force.
