I have no tutorial that I used specifically. Photoshop CS5.
The main things I did was stock + text first. Picked a main colour (blue).
Used a few stock images to add some features (splashes, shapes etc).
Then a lot of clipping masks using different kind of brushes, using layer masks to blend them in.
Finally some gradient maps to finish it off.

What if i have only gimp 2.8.2 i can do it with this?

Yeah you can do most of it with GIMP.
You have to do clipping masks in a different way (paste your brush on a new layer, select the brush outline, hide the brush layer, copy visible, paste into new layer).
If you look in my gallery, the two blue/green wallpapers + the Na'Vi photomanipulation + everything past the banner called "Flooooon" are all done with GIMP. I only started with photoshop for maybe my latest 15 pieces or so.
