Scoots and Spike have the same problem, although Scoots will likely grow out of it sooner...
The lack of wingpower. Spike has yet to grow into his wings, and Scoots needs some growth time. Although once she does...she'll outdo RD for endurance, given what she's done with that scooter.

Scoots is handicapped according to faust and spike is never getting wings according to everything we have seen on the show.

In the latter case...I'm not so sure. All indications in Dragon Quest indicates that he's not old enough for wings yet...and the greed-induced hyper-growth was not a normal state.
In the former case, well, Faust gave us a spoiler, so can't argue there.

Spike has had no wings in every stage of life, from baby, to giant baby, to all his cycles in secret of my exess. The teenage dragons even mock him for it. If they grew wings, they wouldnt have been so eagerly mocking him, or they would have said "He doesnt have his wings yet"

Show me where she says that. Also, I think Secret To My Excess was more of an artificial growth, and that since he was gaining greed from an outside source, he grew prematurely. Also, the teenage dragons were probably the type to mock for something that hasn't grown, but will. Bullies mock younger children as they're young, acting as if the victim won't get older. Although maybe I'm overthinking it. Either way, that's actually pretty mild compared to some of the crazy theories I have in my head.

Well, my point on bullies was that they're like, "Face it, you'll NEVER be old enough to X" The key term being never. Also, even the post was 3 months ago, by then, Faust had already stepped down, so her word is not canon any more.
