We do both, but Halloween has only been costumes and such for the last ten-fifteen years or so. Before that it was just the day you thought of dead relatives and such. More dignity, less candy. Fair trade off.
And on Easter you can't go 'round dressed as a ghost. We have something called a "påskärring" which the closest translation for would be like "easter hag" It's like a special type of witch, and during easter they fly to a special island to meet the devil And little kids dress up like that or the male version and go out and ask for candy.
