Chuck Dixon had actually planned for Tim Drake to take the mantle from a retiring Ted Kord shortly after Spoiler replaces him as Robin, but DC rejected it... multiple times.

This is pretty cool and i believe that it was said somewhere that Blue Beetle is Tim Drake's favorite superhero so this would actually make sense
