I think Ork stuff is designed to work, albeit barely. It looks like it works fine, he just can't operate it.

Anyway, the quote states: "in many cases...", meaning that a number of ork vehicles, actually have working components, and Calamity found one of those. Don't get me wrong, he can't even drive the damned thing either way.
