Well, in my own headcanon version, Elec was ultimately rejected from a power plant he worked at because he was deemed unfit for the job. Mostly because he lacked focus and was taking a bit more than his share of energy. As soon as they confront him about it with the Good Guild accompanying them, and explain to him that he's going to be taken in and questioned, he freaks out. He tries to escape, causing damage to the plant as he resists attempts to catch him. He flees into the sewers and, exhausted, curses them for what he feels is unfair persecution, before falling unconscious. After all that, he's criminalised and ends up on the Good Guild wanted list. He steals energy when he can and mostly hides in the sewers, growing ever more resentful of the people who've put him in this position, and the law. He develops ambitions of somehow getting revenge on the city. But it remains a dream until he's approached by Sgt. Night, who offers him what he needs and wants, including fulfilling his desire to cause chaos and fear.

I guess my version is mostly just darker and not quite as funny or silly. He feels that he's been rejected because of things about himself that he can't control. He doesn't really trust anyone and he is quite tormented by a lot of his feelings. And the fact he was immediately criminalised rather than helped is the most painful thing. As a result he's pretty wrathful and is not a very nice person at all. I think a bunch of these elements MIGHT already be lowkey implied with the show version of Elec and that's what all of my thoughts spun out of... IDK

It's my habit to always end up with darker headcanons, sigh ':]
