The Neil Oberstein is a class of guided missile cruisers designed and constructed by the Artorius Empire and currently in use by the Artorius Democratic Republic's Navy and the Artorius Federal Navy.

The Neil Oberstein was designed in the late 1930s as a heavy cruiser, an era where ships with heavy guns were still kings of the ocean, but construction was stopped due in the early 40s due to an epidemic, a total of six hulls has been laid down before the epidemic hit, the construction was set to be continued by spring 1944 but was delayed again due to the ongoing civil war between the recently established Artorius Democratic Republic and the Artorius Empire which would later become the Artorius Federal Republic.

Four of the laid down hull were quickly acquired by the Democratic Republic while the other two laid down hull were acquired by the Empire, constructions were continued by the early 1950s with the ship design changed from a Heavy Cruiser to a Guided Missile Cruiser, the change was sparked by the ending of the battleship era and beginning of the aircraft carrier and missile era.

The ADR's Navy Neil Oberstein-class ships have been refitted several times over the course of their life, the particular iteration shown in the image is its refit in the early 1980s, its older Sovetsky made cruise missiles were replaced by more modern domestically made SSM-76 cruise missiles, the anti-air missile systems were replaced by a more modern domestic design, and the radars was also replaced with more modern domestically made radar arrays.

The Imperial/Federal Navy on the other hand, scrapped their Neil Oberstein ships in favor of building dedicated missile cruisers.
