As told by Wikipedia:
Vector graphics is based on images made up of vectors (also called paths, or strokes) which lead through locations called control points. Each of these points has a definite position on the x and y axes of the work plan. Each point, as well, is a variety of database, including the location of the point in the work space and the direction of the vector (which is what defines the direction of the track). Each track can be assigned a color, a shape, a thickness and also a fill. This does not affect the size of the files in a substantial way because all information resides in the structure; it describes how to draw the vector.

This in contrast to roster graphics, which are made of pixels were every point has its own color and its own position and they are arranged in a rectangular grid.
For vector graphics, do the vectors have to be line segments, or can they be other curves that are defined by functions?

Vector in terms of graphics are mathematical points. So they're not just lines but actual points in space which correlate the shape of the image when resized and stretched.

Mathematically and physically a vector is an object with magnitude and direction.
In order for a potentially infinite number of points to plotted, which is needed for being able to resize it without loosing the curve, there needs to be a rule that directs were they will be plotted, such as a function, as functions can be scaled easily and its easy to determine where a few critical points lie in space just using a function. A point is technically a mathematical vector as they have a direction from the origin and a distance from the origin, which acts as a form of magnitude. From working with vector graphics in flash it appears that vectors images can store more functions than just lines in memory to create all sorts of curves that can be enlarged or shrunken.
So in vector graphics does vector refer to the points that are generated, not the functions or whatever that are stored in memory?

I looked at the page and it appears it uses cubic or quadratic functions to draw the curves, though I'm still not sure if the curves are the vectors or are just what draws the vectors.

This is seriously just so much fun to look at.
I think what draws me to this the most is her face and hair. The movement shown is lovely and the overall shape is visually pleasing. That must be one good book. She looks so excited! The colors are great and the overall style is great and Twilight is one of best poni (VERY close personal second, after Applejack).
