What program do you use ? It looks like pastel !

I use Adobe Photoshop CS4, although I believe any other programs can do the same thing. It's just a matter of knowing where to find the right tools and stuff 
I never time myself when I draw... but overall, I'd say I can spend up to 15-20 hours for each artwork. It can be less, or even more depending on the complexity.
