The Quarians do have genders. Look at Tali and Kal! What you got confused is that Vorcha might not have one which they do being that they are male by appearance. Just like the Asari being female.

I think what happened is that the this Quarian made a comment about how ugly this Vorcha was and, in turn, the Vorcha gave the Quarian a peice of his mind reminding him he is no better if he had to hide behind a tinted visor.
