GIMP 2.8 is a big improvement on GNU/Linux tho there are some regressions in the code that negetivly effect windows users.......

Yes, there is some bugs. I prefer the 2.6.11 for that ( photoshop-like mode is useless for an old Gimper like me XD). but they will fix it certainly.

If people report the bugs they will but some GIMP users seem to think the devs are psychic or are just used to closed programes like Photoshop and don't think its worth bothering

How can you do such fluid strokes? My strokes are always jiggly, so I just draw short strokes

It's about speed. be fast and you will not tremble. you can also use the path tool.
