I came out with this idea because of a meme on my native internet community. Basically, it is related to a TV show in which police officer enter an apartment and arrest the suspect (who posted "untrue and slandering" information about his local government online) by telling him they are there to check the water meter. And "open the door, we are here to check your water meter!" became a popular meme that appear whenever people make a snarky political joke or said things that might be censored or against the law.
It has many alternate forms, including mail delivery, Amazon delivery, free food distributed by community and stuffs. I just feel it really suits the whole Foundation-verse theme for some reason......
