There was a leak a few years back for a Smash 3DS game called Super Smash Bros Memories. This is what I think the CSS will look like.(BTW, I think this game might have come out in 2013, so some characters would be new for the time, as Smash 4 wouldn't be out yet)
All Starting Characters:
Mario, Peach, Bowser, Yoshi, Wario, Mr.G&W, DK, Diddy, Dixie (newcomer), Link, Zelda, Shiek, Ganon (newcomer), Samus, Zero Suit Samus, Palutena (newcomer), Marth, Kirby, King Dedede, Waddle Dee (newcomer), Fox, Jigglypuff, Charizard, Meowth (newcomer), Ness, Ninten (newcomer), Captain Falcon, Villager (newcomer), Olimar, Wii Fit Trainer (newcomer), Duck Hunt (newcomer), ROB, Ice Climber (Just Popo, Nana as alt), Little Mac (newcomer), Balloon Fighter (newcomer), Agnes (newcomer), Bubbles (newcomer), one of the Elite Beat agents (newcomer), Excitebiker (newcomer), Isaac (newcomer), Stanley the Bugman (newcomer), Sonic, Mega Man (newcomer), Isabelle (newcomer), Mii Fighters (newcomer) & Pac-Man (newcomer).

All Unlockable Characters:
Luigi - Beat Classic or Adventure Mode with anyone.
Eggplant Man - Beat Classic or Adventure Mode with Wario. Alongside him, you'll also unlock a Wrecking Crew stage.
DK Jr - Beat Classic or Adventure Mode with a character from the DK series (DK, Diddy, Dixie, K. Rool).
King K. Rool - Beat the event: "3 Troubled Kings". You also unlock a Gangplank Galleon stage.
Pit - Beat Classic or Adventure Mode with Palutena. You also unlock a 8-bit Kid Icarus stage.
Roy - Beat the event: "Swordsman Duel". You also unlock a Akaneia stage.
Adeleine & Ribbon - Beat Adventure Mode with a Kirby character & find the secret boss in the Kirby stage by finishing the stage with a zero on the timer. You'll fight Dark Matter and then Zero. After Adventure Mode is completed, you'll unlock these two characters that fight as one! You'll also unlock a Kirby 64 stage which travels through all the planets in the game.
Eevee - Complete the event: "Gotta Catch 'Em All!".
Paula - Beat Classic or Adventure Mode with a Mother character or beat the event: "Bound from Earth".
Shulk - Complete the event: "Swordsmen Royale". You'll also unlock Gaur Plain as a stage.
Mach Rider - Beat Classic or Adventure Mode as a Retro character (Ice Climber, Bubbles etc.) You'll also unlock a stage based on 3D Hot Rally.
Sukapon - Complete the event: "Boxing Brawl". Doing this will also unlock the event: "Japan Only"
Bomberman - Complete the event: "Mascot Melee". You'll also unlock a Bomberman stage.
Dig Dug - While playing Adventure Mode, find the secret encounter against Dig Dug on his stage. After defeating him, beat Adventure Mode normally and then he will join the battle, along with his stage.
Lip - Complete the event: "Japan Only". You'll also unlock a Panel de Pon stage.
Marshal - Complete the event: "Sing Louder!". You'll also unlock a Rhythm Heaven stage.
Ayumi Tachibana - Beat Classic or Adventure Mode with Paula, Dixie Kong or the Inkling.
Love Giant - Complete the event: "Village To Protect".
Modes:
Classic Mode - You go through 10 stages (2 of which are Target Test and Board the Platforms).
Adventure Mode - You play through 10 worlds with 2 stages, a platforming stage and then a battle with someone from that franchise. The franchises, in order, are Mario, DK, Yoshi, Ice Climbers, Kirby, Mega Man, Pokemon, EarthBound, a Retro-themed stage and then a distorted mashup of all the stages. After, you fight Metal Mario, and then Giga Bowser as the final boss. If you completed Adventure Mode without using any continues, Master Hand will show up!
UPDATE 1: I added Pac-Man & Isabelle as characters! I will constantly update this by adding more characters. The total number will be 59.
UPDATE 2: Ayumi Tachibana & the Love Giant (aka Doshin) join the battle!
