Yes you have the right to draw and upload what you want but by posting it in public, you are also giving people the right to comment or critique it. I see too many people whining about how they can upload what they want but can't accept constuctive critism about thier "art".*cough*big boobs*cough*
I never resort to insults when commenting on art. I will always civilly give my opininon and tell them what I think they could improve on and if they choose to do it or not is up to them. I will also happily recieve constructive critism myself cause I want to improve too.
But there are still several people who whine about their public art being swarmed by "bullies" when it was their own fault to post it public.
And don't even get me started on people who disable comments on every single thing they upload or post nothing but memes or selfies.
"But you only post stamps!"
This is a STAMP acccount. What else did you expect? My main account has much more.

You know, even if you have good intentions with your criticism, it's generally expected that you don't offer any criticism unless an artist asks for it. In any other public situation it would be commonly considered rude to randomly tell a stranger that they should change something to fit your taste, right? Art is no different and the fact that you are responding with text rather than your voice doesn't change anything.

I agree.
I have made mad so many people when I say my own opinion about their art...

If it's constructive criticism , then yeah.
Just not destructive criticism.

I'd have to agree. It's always a bit annoying when one confuses them for insults, while some haters of certain artist do take advantage of the idea of "criticizing" and add in things like, saying "This piece of __ makes you such a total sexist/idiot/etc". As some one who really enjoys to have my own art and other's artwork's criticizes, it's always a bit saddening having to also have people end up worrying that it will be accidentally seen as an insult.

Is this about people who post a lot of "not-art" (like selfies), OR people who can't accept criticism? I don't quite get the description.

It can apply to both.

Yeah, though I don't know if the stamp maker means both or only the other one.
Either way. You are free to criticize, I guess, but it's another thing if they like it or not. Some people just don't take criticism well
OR they don't want to hear it at all. I think it's prefectly understandable and fine.
If you send a normal critique, don't get upset if they turn you down (politely, that is). But I do agree, criticizing is not bullying.
It's kind of difficult to put this into words, gahh @_@
