Ben 10 was one of, if not, my favorite cartoon network shows as a kid. I enjoyed Vilgax as a kid, but now an adult who rewatched the original series, I realized how generic he was as a villain, with little to no personality.

He barely did much in the original series (only appeared 4 or 5 times, counting the non-canon episodes, only battling Ben twice in his canon appearances, and didn't do anything enough to be a psychological threat to Ben) and because of him changing so much in each new show (alien force, ultimate alien, and Ben 10 Omniverse) that he's practically a different character everytime, its hard to think he's a great or unique villain character, at least in my opinion.

And even though he is suppose to be a genius and master of the Omnitrix, he didn't show much of that in the series, except in his first appearance where he knew how to change Ben back to Ben while in alien form and in "Back with a Vengeance" where he knew how to remove the Omnitrix with a device he built.

So how would you improve him as a villain character, in the original series to be exact? I'd give him more personality than just being ruthless and power hungry, more conflict and battles between him and Ben, and his origins explored more in the original, like showing his home planet, lore of his kind, and revealing the story of him being banished from the planet and becoming a galatic conquerer in some episodes. And for Alien Force and Ultimate Alien, have him keep his original voice and a similar design to his original, and not give him too many comedic moments. And finally, showcase his intellect more and have him be more than just a physical threat against Ben.

Also, maybe they could've also maybe improved his robot army and made them better as well, and show them fighting more against Ben and helping Vilgax conquer worlds onscreen to make him and them more threatening.
