I think this is very cute~ I love this a lot!
I think that the stray hairs sticking out give her a cute-messy look (kind of like how ponytails are cuter when they're not perfect, at least to me). I also like how the stray hairs are curly. Very kawaii ^^ I like how her tail kind of wraps around her, and I like how fluffy and soft her mane and tail looks!
I think that the mouth you put gives her a cute, but sad look. It's like a :3 face, but upside down. I love it so much UWAAA~
I love her pose, she looks like a little bunny. I've always thought of Fluttershy as a bunny kind of pony. I think it was a very good idea to put her hooves in front of her face like that, because it gives her a sad/vulnerable, but in a way, cute look.
Let's see, for bad points... I don't think that I can think of any at the moment.. ^^ It's just too good, I guess~!

I am bad at critiquing, and come off as harsh and cold, sorry about that. but this is something I think I can help a bit with, so... here we go
Mane/tail: over all look thicker than usual, it could be hard/painful with that weight pulling her down. I don't know if you just wanted fluffy hair or not but if look solid. to give it a more fluffy look you would have to add ruffles not just stray hair sticking out
For hair/top-Mane to look thinner (again don't know what you actually want) you should probably remove the strip/line that is to the left the center.
Eyes: I would recommend adding a solid complete black in the center of the pupil about 2/3 as wide as the rest of the pupil. Eyes are often called the windows to the soul, I understand not wanting to use dark colors (since don't want Emo), but eyes need some depth in order to suck the viewer in.
Mouth: squiggly line mouth, I think is usually used for mixed/confused emotions, so just a light frown should do for Sadness.
Hind Legs: judging my her Front legs she is closing her self off (defensive/Fetal position like), her hind legs should also be closed not open like getting ready to jump forward and hug... Maybe her tail is just hiding the other leg to well... if that is the case, oops sorry.
Good points: Like how you did with the Ears, tears, and eye Shape, I don't like looking at this image for long, makes me feel like I might be the cause of her sadness. I like the stray hairs curls, give the mess haven't been fully taking care of self, or recently ran away form some thing. I like that sweep in the tail as it circle around her, can't really say why but I like it.
Final note: Sorry, I tend to be negative, when I like something I usually just go cool/wow, but fail at doing it justice, just ooooohhing and Awhing, without being helpful.
