Nope, City Hall is about as English as it gets (or maybe British if you like to be PC).
Just an arty fake tree since there are some trees in that area.

this is nice, i couldn't quite tell what it was when i first saw the thumbnail--very interesting, almost abstract qualities.
love the green tones, i can't think of any bad criticism.
