Oracle is obviously based on the ancient Greek Oracle. Since the Greek oracle was supposed to breath in volcano smoke to get visions Barbra is floating in smoke. Green mask to match the Oracle logo and goat horns to match another Greek god, Pan, since they also have horns.
I used the batgirl colours for her shawl/cloak thing.
The pattern on the edge of the toga is a bunch of 1's and 0's.
