Must be cat-scented perfume. Anyways, I've always wondered why Penelope ran away from Pepe so much, it's got to be that he mistakes her for a skunk when she's actually a cat.

Yeah, she does eventually fall for him. In one of the cartoons he gets french perfume dumped all over him while he's chasing her and she gets her revenge and now they're in love with each other. ^.^ I love Pepe and Penny.
