There are a lot of programs out there specially designed for toning Manga pages.Before I was introduced to these programs, I had to make do with what I have... Photoshop.
Mind you, PS isn't that bad at tones... and it is arguably THE most used art software in the world, so heck, why not do a Toning tutorial using Photoshop.
You may need to download the original file to view it more clearly.

I stumbled into your page while browsing thru some naruto fanarts. It's been a while since I read Pasig. We don't get the comics here anymore since cccom stopped publishing (did they? hard to keep up with comics here in Negros.) a some years ago. It was really disappointing when it stopped even if I waited more than a month for each issue.

recomended po ba sya sa mga indie komix?
or maspreffered parin po bng ixerox ung drawing print out kahit hindi sya naka-halftone?
