Well that's point kinda vague. But since Asriel only needed Chara's soul to transform in the past. He likely only needs one human soul to get his body back.

The reason Asriel only needed Chara's soul to change in the first place was because he was still a monster and had a soul. Flowey doesn't (didn't) so he required more power the change into Mr. God-of-Hyper-Death.

don't know about that. I mean for fusion. You probably need both souls. But flowey already had enough power to reset time itself even without a monster soul. Seems like a human soul with all the power he already has would be enough. As for Photoshop Flowey. That seems like a case of a unstable transformation then lack of power. Considering he was trying to become a god not regain his original body.

The reason Flowey could reset the timeline without a human soul is because of the amount of Determination he possessed because of Alphys. He was the being in the Underground with the most DT, so he could mess with time. But when the player comes, they have more DT and take control of the timeline. DT does not equal a soul, but rather a force of will, and amounts to nothing when compared to an actual human with all the traits. The amount of "power" he possessed prior has nothing to do with soul power, and there for the transformation.
And as I mentioned, NORMALLY it would only take one soul (if Asriel still had one) to turn into God-- That's why Chara's soul did what it did: Because Asriel still had one. BUT, Flowey doesn't have a soul, so there for it would require more power to turn into Goat of Hyperdeath. Flowey only has Asriel's memories-- That's it. Otherwise, he's just a flower with a lot of Determination.

Probably because Asriel didn't really get that form until he had the equivalent of 7 human souls, in which he was able to destroy an entire timeline with a fraction of his power, and yet some random soul managed to bring out that form.
