I think it's more like this is a parallel place were the people in the void can chill without being in a black endless, well, void.
And the people in the real world can't see them unless they WANT to be seen, and they can swap from endless void and parallel place of the Underground.
That's my theory anyway. I wonder if it makes sense.

He's not from an incomplete room. He's actually a secret in the game. At the start of a new game, the fun value is set to a random number from 1 to 100. Different values cause different outcomes (I.e. Finding goner kid, or sans prank calling you)
