No, he is not an ODST. Look at the armor. It is the MJOLNIR armor from Halo Reach. He is just wearing an ODST helmet. Look at ODST armor and compare it to this and you will understand.

not that i could muster anything better,but this isn't too bad.nice attention to detail,and not too much lens flare,but some of the armor pieces seem deformed.apart from that,this is great.
