We all know that Papyrus is, unlike Sans, an energetic early bird with a great sense for both duty and being a caring, but also eccentric bean. With Sans he still needs to make sure his brother gets up in time for work, despite them living on the surface for over a year now. XD
And it was a bit of stretch for him as Gaster is somebody you can easily consider a workaholic, so technically more or less the opposite of Sans in terms of sleep-schedule. Not in terms of work, though... XD
BUT! Papyrus can not deny that he simply loves to care for his family's well-being. Plus, he got a whole lot better with cooking since he knows Toriel.
