Edit: Thanks for all the comments and I knew there were going to be some questions. Yes, I realise there's a change (I didn't pay much attension on chemistry/physics classes) that those plates are actually hot because Veruka's a fire pokemon. But I decided to ignore that and all the other logical solutions for the sake of humor.

You are not ignoring physics. The special ability of an Infernape is Blaze, a fire boosting ability. I'm sure only Magma Armor and Flame Body would heat up the pokemon enough to ignore freezing temperatures. Thus the reason Charmander was shivering when Ash and Co were passing though the snow-covered mountains.
