There's no official age given to them. Just because they're short and cute in Smash doesn't mean they are kids. Olimar is drawn in short chibi style, but he has a wife and kids.
I personally draw them different ways depending their age. Here, they are obviously drawn as young adults.

This is a very... unique interpretation of the Ice Climbers.Β And I mean that as a compliment.

One thing that's quite fun for me to imagine is how as they get older and start pursuing a more romantic relationship, they've got like this little fanclub back in their village, and there's this one guy who's like a die-hard Popo/Nana shipper, and he's dragging his friend around the town stalking the two of them so he can point out every single even slightly intimate/romantic thing that happens between the two, but his friend honestly doesn't care and he thinks the other guy's an idiot.
