The process is fairly simple - here you go .
Also, I used Paint Tool SAI's linework tools for the hair (not the shading, though).
If something is unclear, go ahead and ask!

To be honest, I would use the exact same technique for short hair. But that probably depends on the hair style. Off the top of my head, though, I think it could fit in with anything, really. Well... maybe except for fur.

Ahh, not too long. I actually drew like... five of them? And just pasted around the rest, rotating them slightly, mirroring some.
