Umm. There are plenty of tutorials around if you do a DA search for them -- I learnt mainly from =darkmoon3636 's emote tutorial, but there are lots of others as well.

Various programs can be used; basically it's simply putting together lots of GIF frames to make a moving picture. I believe Adobe Illustrator does that, and I believe some people also use Macromedia Flash. My tools are basic and simplistic -- Adobe Photoshop to make the frames, and then a separate animator to put them together.

What is it called again .. I know it is written on my frontpage .. errrrh UnFREEz 2.1, that's the one. I Google-searched for it, it has a webpage somewhere. But it's a very simplistic program and I warn you that if you decide to make emoticons with that you need to be prepared for either jerky movements or lots and lots of frames but good luck!
