I'm not entirely sure of the whole story myself, but she apparently was human, got the wings first, and then some event happened and she was turned into a striped, wolf-like anthro. These are characters and events from an online RP MUCK called Flexible Survival btw. I seem to have become the unoffical artist for that place even though I don't play on it.
