This is the Doctor's metacrisis CLONE, not the Doctor. I gave him different clothes because he probably had to get a wardrobe, and probably started wearing different clothes on a daily basis.
It's not even the same style or length of coat, he's wearing different pants, and that undercoat is actually a vest. (no lapels)
