Hard to say. Both have mastered the art of hand-to-hand (albeit different forms), and both have experience with science and technology. Technically, Catwoman is far larger than Sandy. Remember, Spongebob and his friends are able to be held in a human's hands. In that sense, it may be quicker to get a hold of her. Granted, she's probably been made full sized for these drawings. I could list a number of details and such that could go along with such scenes, but it's pretty much subjective.

Actually, if Sandy was her regular squirrel size, no, it would probably be quite difficult due to how quick and agile squirrels tend to be. Unless she was in an enclosed space. What do you mean when I came up with the idea of Spongebob? I mean that in these pics Sandy is probably the size of an actual person, where as on the show she's more like the size of a regular squirrel. As for Catwoman being more difficult to tie up than Poison Ivy, I think that would largely depend on the situation, the location, and what resources they might have at their disposal.

I mean the location in which they were tied up could effect their ability to escape. Also, Catwoman has a number of gadgets at her disposal where as Poison Ivy has her special plant powers.
I said that squirrels are known to be quick and agile. Haven't you ever seen one run up a tree? Therefore it stands to reason that Sandy would be as well. Plus she's a master at karate.
