Here’s one more map of my Fallout : Europe headcanon, centred on the former region of Provence.

Like everywhere else in the world, Provence was hit hard by the Great War, but unlike most of the world, the region quickly bounced back to become the biggest trading federation in the western Mediterranean. Made up of 13 almost independent cities, the Provençal league possesses a powerful fleet and is only second to Switzerland in terms of wealth. Most cities specialize in a certain field: Avignon is the shield of the league, often besieged but never taken, Phocée has the mightiest navy, Le Carré is famous for its red dye …
Provence’s fauna and flora is closer to that of Greece and Italy than the rest of France. Apart from the mutated pink flamingos, new post-war species include the sixpattes camarguais, a 6-legged horse and the tarasques which are giant mutated turtle resembling the eponym mythical beast. The countryside is mostly made up of a type of vegetation called garrigue, its sparseness makes it safer to cross than the dense forest of the rest of France. Notable plants include 50 meters high cypresses, wild lavender, and thyme bush.
Culturally, Provence has shifted a bit from the rest of France. The inhabitants still speak French with a heavy accent and with some local word added in (except for local enclaves). Spanish bull fighting, present in the region pre-war, was revived in Arles after the bombs and is very popular in all the league. The gastronomy is mainly Mediterranean with a lot of fish, olive oil, tomatoes, and wine. A strong cultural emphasis is put on the navy and trade, which are seen as the most important subject in state governance. But if you ask the citizens what the greatest difference between them and the rest of France is, they’ll tell you without a doubt it is the number of kisses on the cheek needed to greet one another: 4 in the South, 2 for the unwashed barbarians up north.
Local specificities :
- Nicknamed “the Shield of Provence”, Avignon is centered around the heavily defended “Palais des Papes” and has withstood about a dozen sieges by the Rhodanian Republic without breaking. As long as the Pontiff-King of Avignon holds, Provence will be secure.
- Technically not in Provence but in Liguria, San Remo is the only Italian-speaking city in the league. The town controls one of the most important settlement in Provence : Il Diamanto. Located in former Monte-Carlo, the ruins of the Oceanographic museum hold the gold reserve of the League and the famed Régent diamond in a highly-secured vault. Casinos and brothels also attract visitors from all around the Western Mediterranean.
- Years of fighting against the primitive Alpine tribes have toughened the citizens of La Gorge quite a bit. They are renowned for their fighting skills and often called for help by the other cities. The city itself is built vertically on the cliffs of the mighty Verdon canyon.
- Arles is located on the border of the Camargue marshes and is mostly known for the sixpattes camarguais horses and the yearly Feria during which the most important Spanish bull-fighting show is held.
- Les Baux is mostly an agricultural powerhouse, but the former aerial base of Salon de Provence is also located in their territory. Though no planes can fly, some attempts at repairing the aircrafts are always being discussed.
- The Northern Arrondissements of Marseille, renamed Al-Marsilia were overtaken by the descendants of Maghrebi immigrants and their inhabitants speak a mix of Arab and French.
- Phocée is the most populous city in the league and the de facto capital as the leaders of the cities often meet in the Chateau d’If. Phocée possesses the greatest navy and is often able to impose its will on the other town. It is also the most cosmopolitan town in the league with a lot of descendent from pre and post War immigrants from the Mediterranean basin, Africa and the Caucasus.
- The Vélodrome stadium became the centre of a community that overtook the southern third of Marseille. They are known for the their local football club, the Olympique Marseillais (who survived the War) and the importance of artistic culture in their town.
- Toulon : Their uncomfortable geography (stuck between the sea and the mountains) and relatively low trade opportunities (eclipsed by Phocée) has led the Toulonnais to look for other horizons and has made them into prolific colonists, setting up new settlements in Italy, the Maghreb and even Greece.
- Earning its name to the big hole in the ground left by the nuke, Aix-le-Cratère is an industrial city led by ghouls.
- The most recent addition to the league, Le Carré is a fortified city located in the marshes. They earned their integration in the League to the success of their red dye, made from local plants and animals according to a secret recipe.
- Ahuite is the poorest city in the league, it is a post-War town built on the A8 highway, they make a bit of money through tolls and their attempts to rebuild cars have so far met no success.
- Villasol is the biggest city in the Riviera Waste-coast, nowadays touristic activity is very reduced (most is concentrated in San Remo) and the citizens live mostly from fishing. Sant Tropay is an English-speaking city where most inhabitants descend from surviving international tourists.
