She's cosplaying a starfleet officer from the alternate Star Trek universe.
It was in the original series episode called "Mirror Mirror." The universe was brought back in StarTrek: Enterprise and was at least referenced in "Deep Space 9."
I don't know who the cospalyer is, but if anyone knows, I'll gladly credit her and her work.
