Interesting that you think it was a redesign for the tristar zilla, that makes sense, but this is kinda how I envision him for the possible new American Godzilla rumored for 2012.

Ah! Well, the face, neck, and dorsals reminded me a lot of the Tristar design, so figured that's what you were going for.

From a physical standpoint, there's NO WAY this creature could support itself in a natural environment. It's tail is FAR too large and heavy, which would cause it borderline immobilization if it's thin legs didn't break under it's own weight. It's head is decently sized, but feels like it's disproportionate to the rest of it's size. Also, it's snout should be MUCH longer for such a build. The borderline cobra fan makes it looks far too much like a creature from Capcom's Monster Hunter than Godzilla. Actually, it looks like an inflated version of Zilla and a Monster Hunter creature. I just don't feel much originality in this design.

Its ok that the tail is too big. That can always be fixed/changed if I really want to revisit the piece.
But what does it mean when "the head is decently sized, but it looks like its disproportionate to the rest of its size"? That's a redundant remark. Either its decently sized or it isnt.
SHOULD the snout be longer? Its not a spinosaur, felyne's have very short snouts, and they get along just fine in nature. I'm not changing the head/neck at all.
If anything this work is derivitive of this [link] which is my own previous work. It is a fusion of a lion and a T-Rex.

Decently sized as to it's comparison to the neck, but to it's tail, it makes the creature feel awkwardly weighted.

I assumed you colored over the pencils. And if so, how did you do it? I haven't been able to find a great way to do it. It comes out looking weird and unclean.

Well, I actually colored under the pencils. go to Layer>New Layer>Copy backgorund layer... Load selection, invert, and viola! instant selection of pencils!

I agree with HyperG up there, the coloring job is nice but he feels unfinished. As he stands, it feels like he's made out of clay.

Holy lord, that tail. I love it. The stance is awesome as well. Who told you I loved it when a creature's index claw was longer then the rest?

His neck is also exceptional, with the dorsal plate right in the center of it.
Finally the bulk of this redesign is my personal favorite part of it.

Kick ass. I think the huge neck is my favorite part, and the small head gives a nice sense of scale. I have to say though, with that tail it looks like he wouldn't be able to stand without falling over backwards.
