This is the Third Doctor, played by Tom Baker.Β His tenure on the series was from June 8th, 1974 to March 21th, 1981.

This was a bad enough dilemma in the moment, but hindsight just makes it worse. Just ask any victim of the Last Great Time War!

YES! This piece is AMAZING! Tom Baker is my favourite Doctor; when I started watching Doctor Who I was 16 years old he was the Doctor at that time and I became a fan. I loved that scarf!
Beautifully crafted and coloured, this is stunning! I love that scene, too; an interesting conundrum, indeed.
AWESOME WORK!

Although I don't know if it has yet been commented per se, this is actually the beginning of the Time War. Β The fact that the Doctor came at all - and came to kill the Daleks - was viewed by the Daleks as an attack (and rightly so.) Β As the Time Lords had tried (and failed) to prevent them from coming into existence, everything that came afterwards, including the Time War, was self-defense (at least from the point of view of the Daleks.)

One of my favorite Doctor Who moments of all time. On top of it being beautifully portrayed, I really want to thank you for bringing this to life. Yes bow ties are cool and yes you should always bring a banana to a party, but this is true Who. Thank you so much for this one.

This is very well done! I love the style you used!
I think he should have done it. Think of it, if he had done it the Time War would never had happened, thousands of lives could have been saved, everything he ever hated is represented by the Daleks and he could have destroyed it. But his morals got in the way. Usually that's a good thing, but this once, oh I bet he regrets the decision to let them live.

yeah, all that coulda been avoidedif he had just wiped out the daleks... but i dont think the Doctor could ever do a genocide, even if he regretted letting daleks live. his morals always comes on the way.
...and the daleks seem to always find a way to come back no matter what

Pfft, no kidding, they JUST KEEP COMING BACK! I mean, WHERE the HAY did all those Daleks from 'Asylum of the Daleks' even come from? They didn't even attempt to explain it in the episode! *sigh*
I think it's time they back off from the Dalek episodes for a while. I mean, I LOVE it when the Daleks show up, but it's starting to get a bit old with the 'Oh, there goes the last ever Dalek' followed by 'Huge army of Daleks and no explanation!'
I want it to actually be a surprise when the Daleks pop up again.
Even if I'll probably be pining for an episode with Daleks all the same!

i havent actually seen asylum of the daleks yet, but yeah its a bit ridiculous how they manage to always come back. even though i love the Dalek episodes the most
...haha. and think of how furious the fans would be if Daleks were to be wiped out for good... o' boy.

Vision:
I watched this episode not too long ago. I remember thinking "Just do it, Doc. Just kill the Daleks." But, what you've captured with this is the weight of becoming a murder of an entire race. You've done a great job capturing Baker's emotion and facial expression.
Originality:
The background does a great job of complementing the colors in Baker's clothing while at the same time focusing the viewer on the electrical circuits in his hands.
Technique:
Lighting: The only aspect that seems off the me is the glare coming from the circuits. I would suggest, if you ever do a re-draw, that you try to tone down the background color, perhaps use lighter shades of color, so the focus is on the circuits and any light coming from them doesn't put a glare on his hands.
Impact:
This stopped my in my tracks when I looked through the most recent submissions to WhoUniverse. I remember meeting Tom Baker not too long ago (okay is was last November) and this reminds me so much of his charisma!

...this appears to be from an episode I have not seen.
This must be corrected!
Also, fantastic art. Worth a critique. I'll paraphrase mine:
I "feel" Tom Baker's presence in this piece. That looks, feels, and sounds like him.
He was my favorite Doctor in those days (...those days...) and my nephew and I still delight in his wonderful charm, performing the Fourth Doctor.
Thank you for carrying on his work by honoring the dedication he had. ^^
Ah, heros...
