The ACE weren't Clarksburg's first villains, not by a longshot. There were a small handful of troublemakers that the two, later one, division(s) of the Bureau of Grossology were formed to combat. But it was Natalacy who cemented the importance of specialized government agents at combating these...highly unusual threats.

Riavvolto was an Italian-American OB/GYN who lost his job after sexually harassing a patient. While drinking away his sorrows, he accidentally stumbled across a mysterious machine. Having no idea what it was, and being flat-out drunk, he pressed the big red button. The machine bathed him in a mysterious blue and highly radioactive chemical, which combined with the ethanol in his bloodstream to give him superpowers. Riavvolto quickly set to work getting revenge on the patient by rewinding the hospital staff's minds and bodies so they completely forgot about him being fired.

The rush of power proved addictive and soon Riavvolto, under the name "Natalacy" (a sort of portmanteau of "natal" and "fatality"), became obsessed with the idea of turning back everyone on the planet to infancy as a means of securing world domination. Nevermind the fact that that would collapse the world economy. However, he'd forgotten to reset the patient who started this whole mess and she alerted the Bureau of Grossology about her suspicions. The Bureau had recently merged its two branches into one, putting Harvey and Petunia, their best, together.

Though at odds at first, the two teenagers decided that saving the world was more important. But it's not easy to fight someone who can manipulate your mind as though he was turning back time itself. Not to mention his healing factor, elasticity, and his "Scudo di Placenta" where his navel manifested a massive Kevlar-tough placenta to block any attacks. Fortunately for the cadets, Fatalacy was in his fifties and tired out quite quickly, after which he was arrested. Fatalacy was the very first true supervillain and with his defeat Grossology entered the peak of its golden age.

Riavvolto died in 2011 from old age. A year after his death, Harvey and Petunia's children would follow in their parents' footsteps. And two years after that, the mysterious thing Riavvolto had found, long since locked away under several feet of heavy water in a "nuclear power plant", would teach its transactinide tales to another soul...only this time they'd be a hero.

"Supervillains" in the New Heroes universe defines a villain who is much more amoral than a standard "villain". They are less sympathetic and more unhinged, overall darker characters. Hence the harassment tidbit; he crosses lines even a regular villain would not dare.

His main power is sprouting a giant, indestructible placenta from his navel and fighting with it, and manipulating a person's memories so they forget what they've done. He's themed on birth, so he makes people's minds "younger" and thus malleable to his every desire. He's meant to be dressed in hospital scrubs to better protect himself from the bloody placenta, that and it's a nod to his old job.

Minor powers include elastic limbs and ability to heal from any injury. Essentially, he's got an "incomplete" version of Ty's power set.
