I think she's wearing lipstick on ONE lip only, or red lipstick on the top and skin tone colored lipstick on the bottom. If that's the case, then it's not actually terrible drawing, it's just really eccentric fashion. It's drawn consistent with that way too many times from different angles for it to be an oblivious accident of inept drawing.
