Born to a rich oil tycoon and his television network C.E.O. wife, Veronica Cash grew up believing she could have anything she wanted so long as she had money. As a result, she grew up with no respect for authority, simply throwing her parents' money and lawyers at any problem she faced to make it go away.
She dropped out of school at sixteen and became involved with a gang of troublemakers, becoming the girlfriend of the group's leader, Randy. As they reached adulthood, the group of troublemakers became anarchists branded "The Criminal Offensive". As their activities grew more violent and anti-establishment, Randy was eventually caught and arrested after attempting to incite a riot at a political rally.
Having learned the ins and outs of running a gang through their relationship, Veronica decided that she could do it easily enough. After manipulating her opposition into getting arrested, Veronica took full control of the gang, rebranding herself as Ms. Demeanor.
