I think a dark green outline might not be the best background colour for this character.
He already has dark clothes and it's a bit hard to distinguish his blue jacket from the green.
I would suggest lowering the value to zero on the entire image to check if the greyscale values balance out. Because I suspect they don't.
With a lighter background colour he'd probably pop more. I don't really know how to explain that better. >->
