Part of me likes this, but another part has found a flaw. Please hear me out. It has been established since season one that Twilight reads things and studies things other than magic. For example in Fall Weather Friends she reads a book about racing just before entering a race and gets 5th place. And didn't she use the scientific method in Feeling Pinkie Keen?

Celestia just is not good at teaching. That makes me think of the start of "A bird in the hoof". 
The cakes are being fearful of Celestia, so she trolls them. Did they learn anything? No. At no time did she tell the Cakes to not fear her or that she did not mind the way Pinkie was acting.
They learned nothing because Celestia did not tell them.

When coaching basketball, you find people who are not working their off-hand. you tell them "there are moves that need both hands, and people will go after you on your good hand side". You then tell them to work with their off-hand. You DON"T tie their good hand behind their back and have them drill. It would throw them off in their movement, and build resentment from you not trusting them.
I don't see this as OOC because Celestia has a history of not trusting Twilight when she should. Twilight was able to fight Tirek to a stand still after Tirek had Discords power. She would have been able to stop him if Celestia had trusted Twilight and not ordered Twilight to not face him.

When you walk or run, look at how your hands move. Same for when you reach for something. While you may pick up something with one hand, the other moves some too.
So the person who learned to use their off-hand with their good hand tied up, will have to relearn to use the off-hand after it is not tied up. It will also be harder to learn. You have to unlearn bad habits.
Magic is like a hand (sometimes more then others) for Unicorns. 
Celestia picked a poor way to teach "don't work on just one thing" or "find more things outside your zone that you enjoy".
When Twilight came to Town Celestia trusted Twilight some. She believed that while Twilight did not want to make friends, she would do it. At the time Twilight had a active reason to NOT make Friends (was trying to save world and did not have the time). If Celastia had sent Twilight there a few weeks before and told her to "Make Fiends" maybe she would have.

Celestia could have said: 
"There is much to learn in this world outside of Unicorn magic. Go and ask your friends what they like to do. Try to do it to the best of your abilities without using magic. Maybe you will learn something about your friends and your self."
If this comic takes place after Discord, Celestia could point out about her horn being taking away by Discord. SO, maybe she need to expand on her non-magical skills. Try to live her normal life without casting a spell for a few days. She would still have her magic if something bad happens. How would Celestia feel if a bookcase fell on Twilight killer her because she did not have her magic to push it back or telaport?

She is not malicious, just does not have the right skill to be a good teacher. She may be a good Chessmaster (not great), but her playing her cards to close to her chest grows resentment.
Luna did not feel like anyone loved her, and Sunset felt like she was getting nowhere. She Celestia had been more open with them, maybe things would have come to pass.

I just hope that while Twilight learns something, Celestia learns a even more needed thing; to stop treating anyone like chess pieces.
One thing that feels off is that in this Story Celestia is made off as an very poor Chessmaster. Maybe you can add sometime near the end that makes her plan look better then "drop filly in Everfree and tell them good luck". Something like the missing horn was a big illusion/Geas. If she really needed her magic, she would have cast a spell by habit and overcome a very low level magic block. It would make Celestia's plan less stupid.
