My own head-canon is that he was on vacation when the events of the movie happened, but this is a good interpretation also. (:

Odd...I always thought he wasn't included because then the writers would have to make the main antagonist somehow more powerful than him, and people would call bull on it.

I think the real reason Discord wasn't in the movie was because they were trying to keep the film open-ended enough so new viewers who hadn't seen anything of the show could watch the movie and not need too much background information from the show so to be able to follow along...and Discord required too much explaining to justify.
At least he still made a few background cameos, mostly in the credits, but still.

It was a bit annoying that he wasn't even mentioned, but considering that he can overwrite the power of both unicorns and presumably alicorns, I can see why he wasn't there
