for hair, I Sample 2-4 hair color swatches and then draw the hair in with the Photoshop Brush tool set at 1px and 50% hardness. Working in a new layer, I start with the darker color then add the lighter color(s). after that, I use the smudge tool set at 10% strength and blend the colors together till I achieve a suitable hair effect that I am happy with.

I am sure there are filters or other brushes that could streamline the process, but I like the control I get with my method.
