Flatted by Kwibi, Cel-shaded by me in PSCS3 using an Intuos2 whilst listening to Snoop Dogg - Snoop Dogg (dope Timbo beat)

Nah, by legend Necro was White, so That version is better.
BTW that character is not similar to Russian - not the same style ... ever. If look on it Seriously - He makes a very abstract association with Russia. But it is Just Character.
Anyway,the character is rather Interesting, and he can surpise you.

How do you color it in? Do you use a common editing program such as Adobe Photoshop CS4 and color it in from there? Do you have any specific programs or techniques on doing it? Really curious, because me and my friend have been pondering on how to graphically color our pictures.

If you're not joking, the character is from Street Fighter, and his nose is supposed to be giant like that. And not because he's russian, but because he was experimented on.

I won't call them Israelite or how - because they live everywhere not only Israel. In Russian that religion is called "Judaism" and "jew" (evrei in Russian) tends to be their nationality. So I don't know how they are called in English.
You may insert ЕВРЕЙ(evrei) into google translator and it would translate it as jew.
