Had to colonize the dumps from the looks of things.

Eh, not so much "colonize the dumps" as just the dumps sort of overtook things some distance from the huge city.
Think a massive city, maybe a small ring of 'suburban' green zone around the base, and then quickly into junkyards out a good distance until you hit agricultural on the other side of them
