Actually, up until pretty far into the concept process Elsa hair was pretty short and stuck up kind of like a duck butt hair style in the back. I'm so glad they changed it though

They animated her hair just fine in the movie, and it definitely wasn't considered short. Mmo's usually have a problem animating long hair, and that is mostly due to budget or time constraints!
With movies done by pixar or disney, budget is rarely an issue. They most likely animated it in exactly the way they wanted it. Art books usually contain concept art, or early stages or character design.
