the effect is really awesome i thought it was one of those special pencils that animators use

The special pencils that your referring to. Are just regular color pencils. 

It's the skill that the animators use that make the pencils special.

do you know why they always draw in blue?

there light and see through. Great for making the foundation lines. Dark blue and black are used to reinforce the finale lines.
