I find myself reminded of Galadriel's speech from Fellowship of the Ring "Beautiful and terrible as the Dawn. Treacherous as the Sea! Stronger than the foundations of the earth...all shall love me and despair!"  I'm not sure why; but I feel that I can say with confidence that as much as I loved movie!Elsa, had she turned out like your drawing here, the movie would have been about half an hour shorter.

It really is just a majestic portrait; perhaps she's older and more at peace with her power and that's why she carries herself so well in the picture, it's no longer "Conceal, don't feel.  Don't let it show".  Now it's "Feel, don't conceal, let the magic flow".
