I wait for areas around where I'm painting to dry, and use wet on dry technique. If you want them to blend then use wet on wet. The type of paper you use also determines how quickly water is absorbed or how much is absorbed, I use cold press 130 lb paper (arches brand.) Hot press is smoother and less absorbant, cold press is rougher and more absorbant, rough is the most textured and most absorbant. How thick the paper is also determines absorbency.

Sorry for bulk posting, I compiled all of these for a while and decided to update my dA so people who I faved art from wouldn't see me as some fan-artist if they happened to glance at my page. (My real art site is my tumblr)
